*Janken = Rock Paper Scissors.  Late-throw is when you delay your choice and see the other player's hand for an instant before you throw yours.  This can be a way of cheating at janken, or it can be a variant of the game which is still challenging due to the short time allowed to see the hand and choose a counter.  It can also refer to people in general who delay their decisions in order to observe others first.  

primarily means parent(s), but this word also is used in gambling as the dealer and in delayed-throw Janken as the person who throws their hand (rock, paper, or scissors) first, so it kind of ties in with that theme too.
